Women's and girls' garments of other textile materials
HSN 6204 39 19 (Women's or girls' garments of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 confirming the absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17-05-2025 imposes additional port restrictions on imports originating from Bangladesh under General Note para 19.

The most frequent error on this tariff line is assuming that the PSIC requirement does not apply because the exporting country is not on a restricted list — the obligation under General Note 10 applies to all origins except the nine named exempt countries, and a consignment arriving without a valid PSIC or Textile Committee test report faces detention and demurrage at port pending post-shipment testing. For Bangladesh-origin garments, the port-restriction overlay under General Note para 19 is an independent requirement and must be checked separately from the azo-dye compliance.
