HSN 6204 39 12 (Khadi woven women's and girls' garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate attesting to the absence of prohibited hazardous dyes. DGFT Notification 7/2025-26 dated 17-05-2025 additionally imposes port restrictions on imports originating from Bangladesh under General Note para 19 of the ITC (HS) 2022.

The most frequent error on this tariff line is shipping from a non-exempt country without a PSIC, on the assumption that khadi's niche market status or low volumes attract softer scrutiny. A missing or deficient PSIC results in consignment detention at port pending re-testing or re-export; there is no provision for post-arrival rectification of a PSIC gap. Importers sourcing from Bangladesh should additionally confirm the port-restriction applicability under DGFT Notification 7/2025-26 before booking freight, as diversion after departure is costly.
