HSN 6204 33 90 (Women's or girls' garments of synthetic fibres, other) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering prohibited azo-dye absence under General Note 10. DGFT Notification 7/2025-26 introduces port restrictions on imports from Bangladesh effective 17 May 2025.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Where the consignment originates from or is routed through Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025. Para 19 of the General Notes to ITC (HS) 2022 introduces port restrictions on such imports; consult paras 2 and 3 for exempted goods before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming that the azo-dye exemption for listed countries dispenses with the PSIC altogether. The exemption is limited to azo-dye testing; a PSIC from an accredited laboratory covering composition and hazardous-substance parameters is still required at the bill of entry for all origins. A consignment arriving without the PSIC faces detention and demurrage regardless of the country of export.
