    Ensure the PSIC also certifies the absence of prohibited azo dyes, unless the consignment originates from an exempt country. Azo-dye testing is exempt only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the azo-dye certification.

    If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced by Para 19 of the General Notes under DGFT Notification 7/2025-26 dated 17-05-2025. Consult Para 2 and Para 3 of that notification to determine whether an exemption applies before routing the shipment.

A word of counsel

The most common error on this tariff line is presenting a PSIC that certifies only azo-dye absence without separately certifying the fibre composition of the woollen or blended textile. General Note 11 requires a composition certificate as a standalone requirement independent of the azo-dye regime under General Note 10; customs will not treat a combined or partial certificate as satisfying both obligations, and a consignment with an incomplete PSIC is liable to detention pending re-inspection at the importer's cost.
