Women's or girls' suits and jackets of wool or fine animal hair
HSN 6204 31 90 (women's or girls' garments of wool or fine animal hair, residual) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11, read with Notification No. CER (18)/99-CLB dated 7 March 1988 and the Textile (Development & Regulation) Order, 2001. A Pre-Shipment Inspection Certificate certifying fibre composition, a Certificate of Origin, and a brand-owner authenticity certificate are mandatory accompanying documents. Consignments originating from Bangladesh are additionally subject to designated-port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of Origin from exporter
- Brand-owner authenticity certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the fibre composition of the woollen textile or blend. Accompany the consignment with a Certificate of Origin and a certificate from the brand owner certifying the genuineness of the product, markings, and authority to use the brand name.General Note 11 of ITC (HS) Import Policy · Notification No. CER (18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001 · Essential Commodities Act, 1955
- 2Ensure the PSIC also certifies the absence of prohibited azo dyes, unless the consignment originates from an exempt country. Azo-dye testing is exempt only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the azo-dye certification.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the consignment originates from Bangladesh, verify applicability of the port restrictions introduced by Para 19 of the General Notes under DGFT Notification 7/2025-26 dated 17-05-2025. Consult Para 2 and Para 3 of that notification to determine whether an exemption applies before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025
The most common error on this tariff line is presenting a PSIC that certifies only azo-dye absence without separately certifying the fibre composition of the woollen or blended textile. General Note 11 requires a composition certificate as a standalone requirement independent of the azo-dye regime under General Note 10; customs will not treat a combined or partial certificate as satisfying both obligations, and a consignment with an incomplete PSIC is liable to detention pending re-inspection at the importer's cost.
