Women's or girls' woven garments of other textile materials
HSN 6204 29 19 (Other woven women's and girls' garments of other textile materials) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy. Consignments originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempted from azo-dye testing; all other origins must carry the PSIC.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduces Para 19 in the General Notes regulating import policy under ITC (HS) 2022 and imposes port restrictions. Confirm that the port of import is one of those permitted under Para 1, and determine whether the consignment qualifies for any exemption under Para 2 or Para 3 before filing the bill of entry.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming that azo-dye test exemptions for approved origins also waive the broader PSIC requirement for composition and other parameters. The exemption under General Note 10 and DGFT Public Notice 14/2023 is narrow — it covers azo-dye testing only for the listed nine origins; all remaining PSIC parameters remain mandatory regardless of origin, and a PSIC absent at the bill-of-entry stage will result in consignment detention pending document rectification.
