Women's garments embroidered with Lucknow Chikan Craft
HSN 6204 29 13 (Embroidered with Lucknow Chikan Craft) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with import restricted to garments produced by a person certified as a registered user against Geographical Indication No. 119 under the Geographical Indications of Goods (Registration and Protection) Act, 1999. A Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is additionally required under General Note 10 of the ITC (HS) policy.
- GI-user certification from GI Registry
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- 1Verify that the foreign manufacturer or exporter is a certified registered user against GI No. 119 in the Geographical Indication Registry. Only garments produced by such a certified user qualify for import under this 8-digit tariff line; consignments from non-certified producers are liable to detention and rejection at the bill of entry.DGFT Notification 20/2015-20 dated 07-07-2022 · Chapter 62 Supplementary Notes 3(a) and 3(b)
- 2Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains mandatory.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3Where the consignment originates from or transits through Bangladesh, confirm applicability of DGFT Notification 7/2025-26 dated 17-05-2025. Para 19 of the General Notes introduced port restrictions on certain goods from Bangladesh; verify whether the goods fall within the exempted categories listed in Paras 2 and 3 before nominating the port of import.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19 of General Notes, ITC (HS) 2022
The most frequent error on this tariff line is treating it as an ordinary Chapter 62 garment entry and overlooking the GI-user certification requirement under Supplementary Notes 3(a) and 3(b). A consignment that meets every other documentation requirement — PSIC, label compliance, MIP — but originates from a manufacturer not listed as a registered user against GI No. 119 cannot be cleared under this HSN; customs detention and mandatory re-export are the direct consequences of that omission.
