HSN 6204 29 12 (Khadi) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which import of textile and textile articles requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For consignments originating from Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes of the ITC (HS) 2022 and confirm that the port of import is permitted. Consult the exemption categories listed in Paras 2 and 3 of DGFT Notification 7/2025-26 to determine whether the specific goods qualify.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of ITC (HS) General Notes
The most common error on this tariff line is assuming the azo-dye exemption applies broadly; it covers only the nine named countries and does not extend to other origins, including Bangladesh, China, or any other exporter. A consignment arriving without a valid PSIC or test report from an accredited laboratory is liable to detention at the port of import, with demurrage accumulating until the deficient documentation is produced or the goods are re-exported.
