Women's or girls' garments of synthetic fibres, not knitted
HSN 6204 23 90 (women's or girls' garments of synthetic fibres) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 imposes additional port restrictions on imports originating from Bangladesh under a newly introduced Para 19 of the General Notes.

The most common error on this tariff line is assuming that the PSIC requirement applies only to fabric imports and does not extend to finished garments. General Note 10 applies to all textile articles including woven apparel under Chapter 62, and a missing or deficient PSIC — absent an applicable country exemption — results in consignment detention at the port of import pending satisfactory test evidence. For Bangladesh-origin shipments, the port-restriction overlay under Para 19 is an independent requirement; PSIC compliance does not substitute for port eligibility.
