HSN 6204 22 90 (Other women's or girls' cotton garments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 confirming absence of prohibited hazardous azo dyes. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports from Bangladesh under a new General Notes Para 19 regime.

The most frequent error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries — any origin outside that list requires a valid PSIC or TC/CSRTI test report, and a consignment arriving without one faces detention pending laboratory clearance. For Bangladesh-origin garments, the port-restriction regime under Para 19 is a separate and concurrent obligation; exemption under Paras 2 and 3 must be documented before the bill of entry is filed, not retrospectively at the port.
