Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for composition and other parameters remains required.

  2. 2
Where the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 and comply with the port restrictions introduced under General Note para 19. Consignments covered by the Bangladesh-specific regime must enter only through the designated ports listed in para 1; exemptions available under paras 2 and 3 must be documented at the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that origin-based azo-dye exemptions extend to all PSIC requirements. The nine exempt countries are exempt from azo-dye testing only; a full Pre-Shipment Inspection Certificate covering fibre composition and other parameters is still mandatory for every origin. Separately, importers sourcing from Bangladesh must assess applicability of the port-restriction regime under DGFT Notification 7/2025-26 before booking freight, as a consignment arriving at a non-designated port faces detention at the gate.
