HSN 6204 19 91 (Embroidered with Lucknow Chikan Craft) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 and Supplementary Notes 3(a) and (b) of Chapter 62. DGFT Notification 7/2025-26 dated 17-05-2025 additionally regulates imports of certain goods from Bangladesh with designated port restrictions under General Note para 19.
- Pre-Shipment Inspection Certificate from exporter
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023 · Supplementary Notes 3(a) and (b) of Chapter 62
- 2Where the consignment originates from Bangladesh, confirm compliance with DGFT Notification 7/2025-26 dated 17-05-2025: para 19 of the General Notes restricts import to designated ports, with exemptions set out in paras 2 and 3. Verify the port of entry against the notified list before the bill of lading is issued.DGFT Notification 7/2025-26 dated 17-05-2025 · General Notes para 19, paras 2 and 3
The most common error on this tariff line is assuming the azo-dye PSIC exemption for listed countries extends to all compliance requirements under Supplementary Notes 3(a) and (b) of Chapter 62. The exemption covers azo-dye testing only; PSIC for other prohibited hazardous dyes and the Chapter 62 supplementary-note obligations remain in force regardless of origin. For Bangladesh-origin goods, the port restriction under DGFT Notification 7/2025-26 operates independently and non-compliant routing results in consignment detention pending re-routing or re-export.
