Women's or girls' garments of other textile materials
HSN 6204 19 19 (women's or girls' garments of other textile materials) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is mandatory under General Note 10 of the ITC (HS) policy. Consignments originating in Bangladesh are additionally subject to port restrictions introduced under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming that a clean laboratory test report from any accredited lab satisfies the PSIC requirement for all origins: the test report must come from a laboratory accredited in the exporting country or from a Textile Committee or CSRTI laboratory, and the exemption from azo-dye testing is origin-specific and narrow. Importers sourcing from Bangladesh must additionally confirm port eligibility under DGFT Notification 7/2025-26 before vessel departure, as a port restriction breach cannot be remedied by amendment after the consignment has sailed.
