Sequinned or beaded with chattons or embroidered
Women's or girls' embroidered or sequinned woven garments
HSN 6204 19 11 (Sequinned or beaded with chattons or embroidered women's and girls' garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which classifies this tariff line as a regulated textile article requiring a Pre-Shipment Inspection Certificate for hazardous-dye compliance. DGFT Notification 7/2025-26 dated 17-05-2025 introduces additional port restrictions for imports originating from Bangladesh.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 to the General Notes regulating imports from Bangladesh with specified port restrictions. Consignments from Bangladesh not meeting the port conditions set out in Para 1 of that notification are liable to detention; exemptions are set out in Paras 2 and 3.DGFT Notification 7/2025-26 dated 17-05-2025, Para 19 of General Notes to ITC (HS) 2022
The most common error on this tariff line is assuming the azo-dye PSIC exemption applies universally when importing from a non-listed country. The exemption is strictly limited to the nine named origins; consignments from all other countries arriving without a valid PSIC or Textile Committee test report are detained at the port of import pending submission of the missing certificate, with demurrage and ground rent accruing from the date of arrival. The Bangladesh port-restriction overlay in DGFT Notification 7/2025-26 is an independent compliance obligation and must be verified separately from the dye-testing requirement.
