HSN 6204 13 10 (women's and girls' outer garments of synthetic fibres embroidered with Lucknow Chikan Craft) is subject to ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under Notification 20/2015-20 dated 07-07-2022, which conditions import on the Geographical Indication Registry (GI No. 119) certification of both the craft and the manufacturer. A Pre-Shipment Inspection Certificate covering prohibited azo-dye absence is additionally required under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that a garment styled as 'Lucknow Chikan' satisfies the import condition without documentary proof of GI Registry listing. The supplementary notes require not only that the embroidery technique meets the GI No. 119 definition but also that the specific manufacturer is named as a certified user in the GI Registry — a credential distinct from any in-house quality declaration or trade description on the commercial invoice, and one that cannot be rectified at the port after arrival.
