Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; all other origins must produce the PSIC or test report at the bill of entry.

  2. 2
Where the consignment originates from or is routed through Bangladesh, verify applicability of the port restrictions introduced under Para 19 of the General Notes by DGFT Notification 7/2025-26 dated 17-05-2025. Consignments that do not qualify under the exemptions in Paras 2 and 3 of that notification must enter through the permitted ports specified therein; non-compliant routing attracts detention and re-export liability.

A word of counsel

The azo-dye PSIC exemption is country-of-origin specific and covers the testing obligation only — not all other PSIC parameters, which remain mandatory regardless of origin. Importers from non-exempt origins who rely on a certificate issued by a non-accredited domestic laboratory (rather than an accredited laboratory of the exporting country or a Textile Committee / CSRTI report) face consignment detention at the port of entry pending a conforming test report.
