HSN 6203 49 90 (Other men's or boys' garments of other textile materials) is subject to Directorate General of Foreign Trade (DGFT) import policy controls under the ITC (HS) 2022, including a Pre-Shipment Inspection Certificate requirement for hazardous azo-dye absence under General Note 10. Consignments originating from Bangladesh are additionally subject to port restrictions and conditions under DGFT Notification 7/2025-26 dated 17-05-2025.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025 and comply with the port restrictions under Para 1 thereof. Confirm whether the goods fall within the exempted categories listed in Para 2 and Para 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025, Para 1, 2 and 3
The most common error on this tariff line is assuming azo-dye testing exemption applies broadly when it is confined to nine named countries only. Importers sourcing from any origin not listed — including Bangladesh, China, Vietnam, or other major garment-supplying nations — must present a PSIC or valid Textile Committee test report at the bill of entry; absence of this document triggers consignment detention and potential re-export, with no facility for post-arrival testing substitution at most ports.
