HSN 6203 42 10 (Handloom cotton trousers and related garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement covering prohibited azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17-05-2025 introduces port restrictions on certain goods imported from Bangladesh under General Note para 19.

The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a full waiver of the PSIC requirement. The exemption applies only to the azo-dye testing component; a PSIC certifying fabric composition and absence of other prohibited hazardous dyes is still required from all origins, including exempt countries. Consignments presented without any PSIC are detained at the port of import regardless of origin.
