Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other parameters remains required for all origins.

A word of counsel

The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a full waiver of the PSIC requirement. The exemption applies only to the azo-dye testing component; a PSIC certifying fabric composition and absence of other prohibited hazardous dyes is still required from all origins, including exempt countries. Consignments presented without any PSIC are detained at the port of import regardless of origin.
