HSN 6203 39 11 (Khadi garments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory for most origins. DGFT Notification 7/2025-26 dated 17 May 2025 additionally imposes port restrictions on imports of certain goods from Bangladesh under General Note para 19.

The most common error on this tariff line is assuming the PSIC azo-dye exemption extends to all developed-country origins. The exemption covers only the nine named countries; imports from any other origin — including countries not commonly associated with hazardous-dye use — require a valid PSIC or Textile Committee test report, and absence of this document at the bill of entry will result in consignment detention pending compliance.
