HSN 6203 31 90 (men's or boys' garments of wool or fine animal hair, other) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT) under the Textile (Development & Regulation) Order, 2001 read with Notification No. CER (18)/99-CLB dated 7 March 1988. A Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory accompanying documents. Imports from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Certificate of origin from exporter
- Brand-owner genuineness certificate from brand owner
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the fibre composition of the woollen or blended textile. The consignment must also be accompanied by a certificate of origin and a certificate from the brand owner confirming the genuineness of the product, markings, and authority to use their brand names.Notification No. CER (18)/99-CLB dated 07-03-1988 · Textile (Development & Regulation) Order, 2001 · General Note 11 of ITC (HS) Import Policy
- 2Ensure the PSIC additionally certifies the absence of prohibited hazardous azo dyes. Testing for azo-dye presence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must comply in full.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 3If the consignment originates from Bangladesh, verify compliance with DGFT Notification 7/2025-26 dated 17 May 2025: import is subject to the port restrictions specified in Para 1 of General Note Para 19 of the ITC (HS) 2022. Confirm whether the goods fall within the exempted categories listed in Paras 2 and 3 before routing the shipment.DGFT Notification 7/2025-26 dated 17-05-2025 · Para 19, General Notes, ITC (HS) 2022
The most common error on this tariff line is presenting a PSIC that certifies only azo-dye absence while omitting the separate fibre-composition certification and the brand-owner genuineness certificate — both of which are independently required under General Note 11. Customs officers treat a missing brand-owner certificate as grounds for detention even when the PSIC is current and the azo-dye result is clear; procurement teams should confirm all three documents are obtained from separate issuing parties before vessel departure.
