Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the fibre composition of the woollen textile or blend. Also secure a Certificate of Origin and a certificate from the brand owner confirming the genuineness of the product, its markings, and the authority to use the brand name — all three documents must accompany the consignment.

  2. 2
Ensure the Pre-Shipment Inspection Certificate also certifies the absence of prohibited hazardous azo dyes, unless the consignment originates from an exempt country. Azo-dye testing exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require the test report.

  3. 3
If the consignment originates from Bangladesh, verify applicability of para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17 May 2025, which imposes port restrictions on certain goods imported from Bangladesh. Check whether the goods qualify under the exemptions listed in paragraphs 2 and 3 of that notification before routing the shipment.

A word of counsel

The most common error on this tariff line is presenting only a standard PSIC covering composition while overlooking the separate brand-owner genuineness certificate, which is a distinct mandatory document under General Note 11 — not a sub-clause of the PSIC. A consignment arriving at the port of entry without the brand-owner certificate, even with a fully compliant PSIC and Certificate of Origin, is liable to detention pending production of the missing document, attracting demurrage and ground rent.

Frequently asked
Does HSN 6203 31 10 require BIS certification?
No, men's or boys' woollen outerwear including khadi garments is not covered by any BIS Quality Control Order. Import is governed by the Directorate General of Foreign Trade under General Notes 10 and 11 of the ITC (HS) 2022 policy, read with the Textile (Development & Regulation) Order, 2001.
Is the azo-dye PSIC requirement separate from the wool-composition PSIC?
In practice a single PSIC from an accredited laboratory can cover both wool composition certification (required under General Note 11) and azo-dye absence certification (required under General Note 10), provided the laboratory is accredited for both tests; two separate documents are not mandated but the certificate must explicitly address both parameters.
Do Bangladesh-origin khadi garments face port restrictions under the 2025 DGFT notification?
Yes, DGFT Notification 7/2025-26 dated 17 May 2025 introduced port restrictions on certain goods from Bangladesh under para 19 of the General Notes; importers must check whether their specific goods are captured by para 1 or fall within the exemptions at paras 2 and 3 before selecting the port of import.
