HSN 6203 31 10 (Khadi) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 11 of the ITC (HS) 2022 policy, read with the Textile (Development & Regulation) Order, 2001 and Notification No. CER(18)/99-CLB dated 7 March 1988. A Pre-Shipment Inspection Certificate certifying wool composition and blend, a Certificate of Origin, and a brand-owner genuineness certificate are mandatory accompanying documents. Bangladesh-origin consignments are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17 May 2025.

- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the fibre composition of the woollen textile or blend. - 2Ensure the Pre-Shipment Inspection Certificate also certifies the absence of prohibited hazardous azo dyes, unless the consignment originates from an exempt country. - 3If the consignment originates from Bangladesh, verify applicability of para 19 of the General Notes introduced by DGFT Notification 7/2025-26 dated 17 May 2025, which imposes port restrictions on certain goods imported from Bangladesh. The most common error on this tariff line is presenting only a standard PSIC covering composition while overlooking the separate brand-owner genuineness certificate, which is a distinct mandatory document under General Note 11 — not a sub-clause of the PSIC. A consignment arriving at the port of entry without the brand-owner certificate, even with a fully compliant PSIC and Certificate of Origin, is liable to detention pending production of the missing document, attracting demurrage and ground rent.
