Men's or boys' woven khadi garments and apparel
HSN 6203 29 11 (Khadi) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with import of woollen and blended textiles governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition, a certificate of origin, and a brand-owner genuineness certificate are mandatory accompaniments, and DGFT Notification 7/2025-26 dated 17 May 2025 may impose port restrictions for imports from Bangladesh.

The most common error on this tariff line is treating khadi as a residual 'other textile' entry exempt from woollen-textile compliance because the end product is hand-spun or hand-woven. The PSIC and brand-owner certificate obligations under General Note 11 apply to the fibre composition of the fabric, not to the manufacturing process; a khadi garment containing wool or a blended fibre triggers the full documentary chain. Importers sourcing from Bangladesh must separately audit port eligibility under DGFT Notification 7/2025-26 before the vessel departs.
