HSN 6203 19 90 (Other men's or boys' suits and outerwear of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10. DGFT Notification 7/2025-26 dated 17 May 2025 introduces port restrictions on imports from Bangladesh under a new General Notes para 19 overlay.

The most common error on this tariff line is treating the PSIC as unnecessary when the consignment originates from an azo-dye-exempt country, without checking whether a valid test report for other prohibited hazardous dyes is still required — the exemption covers azo-dye testing only. For Bangladesh-origin consignments, the para 19 port restriction introduced by DGFT Notification 7/2025-26 is a new overlay that operates independently of the PSIC obligation; routing a Bangladesh-origin shipment through a non-notified port exposes the consignment to detention even where the PSIC is current and compliant.
