HSN 6202 90 90 (women's and girls' outer garments of other textile materials) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17286:2019 is mandatory under the ISI Mark Scheme with effect from 13 October 2023, by virtue of the Protective Textiles (Quality Control) Order, 2022. Directorate General of Foreign Trade policy controls on textile imports apply as separate customs-clearance overlays.

The single most common error on this tariff line is treating IS 17286:2019 as applicable to all women's outer garments classified here, when the QCO scope is expressly limited to waterproof multipurpose rain ponchos. Importers of general woven capes, cloaks, or wind-jackets of other textile materials may pursue unnecessary BIS CM/L certification, or — more dangerously — assume QCO compliance is not required and import a rain poncho consignment without a licensed mark, triggering detention and potential confiscation at port. Confirm with the supplier in writing that the specific article's construction and waterproofing specification falls within or outside the IS 17286:2019 scope before filing the purchase order.
