Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17286:2019 for waterproof multipurpose rain poncho and similar protective outerwear. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on the packaging alone.

  3. 3
Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a TC or CSRTI, certifying the absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.

  4. 4
Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC or qualifying test report. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.

  5. 5
If the consignment originates in Bangladesh, verify whether the goods fall within the port restrictions introduced under paragraph 19 of the general notes to the ITC (HS) 2022 import policy. Consignments outside the documented carve-outs in paragraphs 2 and 3 are restricted to specified ports of entry.

A word of counsel

The single most common error on this tariff line is assuming the BIS QCO obligation under IS 17286:2019 extends uniformly to all outerwear classified here. The CCR scopes the standard specifically to waterproof multipurpose rain ponchos; importers bringing in capes, cloaks, or car-coats that are not waterproof protective articles risk either procuring an over-specified CM/L (with attendant cost) or, more dangerously, presenting a licence whose scope does not match the consignment description, which customs reads as a scope mismatch and grounds for detention.

Frequently asked
Does HSN 6202 90 10 require BIS certification?
Yes. Articles within the scope of IS 17286:2019 require ISI Mark Scheme CM/L licensing from the Bureau of Indian Standards, mandatory with effect from 13 October 2023 under the Protective Textiles (Quality Control) Order, 2022.
Is a Pre-Shipment Inspection Certificate required for every consignment under this tariff line?
Yes, for textile imports generally. A PSIC from an accredited laboratory certifying absence of prohibited azo dyes is required, except for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
Does IS 17286:2019 cover all articles classified under HSN 6202 90 10, or only specific products?
The CCR scopes IS 17286:2019 specifically to waterproof multipurpose rain ponchos. Other outerwear articles classified here — such as non-waterproof capes or cloaks — may not fall within the protective textiles QCO scope and should be assessed against the standard's specification before a CM/L is sought.
Does a single CM/L licence cover all product variants and manufacturing facilities of the supplier?
No. A CM/L licence is specific to the licensed product scope, specification, and manufacturing facility; articles outside the licensed scope or produced at an unlicensed plant are not covered.
