HSN 6202 30 10 (women's and girls' cotton overcoats, raincoats, car-coats, capes, cloaks and similar articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17286:2019 is mandatory under the ISI Mark Scheme with effect from 13 October 2023, by virtue of the Protective Textiles (Quality Control) Order, 2022. Directorate General of Foreign Trade textile-import policy controls apply as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming the BIS QCO covers all cotton raincoats and outerwear at this HSN. IS 17286:2019 is narrowly scoped to waterproof multipurpose rain ponchos; general cotton overcoats, capes, and cloaks outside that specification are not within the Protective Textiles QCO scope, even though they share the same 8-digit tariff line. Importers who apply CM/L sourcing requirements to out-of-scope garments waste compliance spend, while those importing in-scope rain ponchos without a CM/L licence face detention and potential confiscation.
