HSN 6201 20 10 (men's and boys' woollen overcoats, raincoats, car-coats, capes, cloaks and similar articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17286:2019 is mandatory under the ISI Mark Scheme with effect from 13 October 2023, by virtue of the Protective Textiles (Quality Control) Order, 2022. Directorate General of Foreign Trade policy controls on woollen textile imports apply as separate customs-clearance overlays.

The single most common error on this tariff line is assuming the BIS QCO scope under IS 17286:2019 extends to the full heading — overcoats, car-coats, capes and cloaks in general. The CCR anchors the standard specifically to waterproof multipurpose rain ponchos; importers sourcing decorative woollen overcoats or non-waterproof capes that fall outside the IS 17286:2019 scope may neither require CM/L certification nor be eligible for it, yet they still carry the full textile-overlay burden of the PSIC, brand-owner certificate, and woollen-textile policy controls.
