HSN 6005 37 90 (Other dyed warp knit fabrics) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with a Minimum Import Price (MIP) of US$ 3.5 per kilogram operative until 31 March 2026.     Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous dyes. Azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

    If importing as an Advance Authorisation holder, Export Oriented Unit, or SEZ unit, document the end-use restriction: imported inputs must not be sold into the Domestic Tariff Area. Diversion to the DTA reinstates the MIP condition retrospectively and attracts Restricted-import enforcement by DGFT.

A word of counsel

The most common error on this tariff line is conflating MIP compliance with full policy clearance. Even where the CIF value comfortably exceeds US$ 3.5 per kilogram, the Pre-Shipment Inspection Certificate for hazardous-dye absence remains a separate mandatory requirement — and its omission at e-Sanchit upload is treated as a documentation deficiency that detains the consignment independently of any MIP query. Origins outside the nine exempt countries must submit the PSIC without exception.
