Directorate General of Foreign Trade textile import policy controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16008 for shade nets. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Agro Textiles (Quality Control) Order, 2023 · S.O. 4248(E) dated 27-09-2023 · S.O. 1579(E) dated 28-03-2024
- 2Ensure every shade net bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its roll/bundle label, not on outer packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Agro Textiles (Quality Control) Order, 2023
- 3If the consignment also includes hail protection nets (knitted), confirm BIS CM/L compliance against IS 17730 (Part 1):2021 separately. Both IS 16008 and IS 17730 (Part 1):2021 are mandated with effect from 01 July 2024 under the same QCO framework.S.O. 4248(E) dated 27-09-2023 · S.O. 1579(E) dated 28-03-2024
- 4Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from TC or CSRTI, certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5Quote the supplier's BIS CM/L number and the PSIC reference on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Agro Textiles (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is importing shade nets from a manufacturer whose CM/L licence is scoped to hail protection nets under IS 17730 (Part 1):2021, assuming that certification covers shade nets under IS 16008 — or vice versa. The two standards are distinct; a CM/L licence against one does not satisfy the QCO obligation for the other. Customs verification at port is product-specific, and a scope mismatch triggers detention even where a valid BIS CM/L exists in the supplier's name.
