HSN 6004 10 00 (knitted or crocheted fabrics containing 5% or more elastomeric yarn but no rubber thread) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for most origins.

The most common error on this tariff line is assuming the azo-dye exemption list is broader than it is — the nine named territories are exhaustive, and imports from any other origin, including countries with strong bilateral trade ties, remain subject to the mandatory PSIC. Presenting only a Certificate of Origin from an exempt country without the full PSIC at the bill of entry triggers consignment detention; the exemption applies to the testing obligation, not to documentation of fabric composition.
