HSN 6001 99 10 (Of wool or fine animal hair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Notes 10 and 11, governed by the Textile (Development & Regulation) Order, 2001 read with Notification No. CER(18)/99-CLB dated 7 March 1988. Consignments must be accompanied by a Pre-Shipment Inspection Certificate certifying textile composition, a certificate of origin, and a brand-owner genuineness certificate.

The most common error on this tariff line is shipping with only the azo-dye PSIC and overlooking the separate composition PSIC and brand-owner genuineness certificate required under General Note 11. These are distinct documents: the composition certificate establishes the wool or fine animal hair content, and the brand-owner certificate is a non-delegable requirement for branded goods — its absence at the bill of entry triggers consignment detention regardless of whether the fabric composition is otherwise compliant.
