HSN 6001 10 90 (Of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country — or a valid test report from the Textile Committee or CSRTI — certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous dyes. This document must be uploaded in e-Sanchit before the bill of entry is filed.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of origin before relying on the azo-dye testing exemption. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the full PSIC covering azo-dye absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming that a general textile test report covers azo-dye prohibition compliance. The PSIC or Textile Committee report must specifically certify absence of prohibited hazardous dyes as required under General Note 10; a routine composition or quality certificate does not satisfy this requirement. Consignments presented without a General Note 10-compliant certificate are liable to detention at the port of import pending re-inspection.
