Knitted or crocheted long pile fabrics of cotton
HSN 6001 10 10 (long pile knitted or crocheted fabrics of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must originate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- Import policy declaration to DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. This document must accompany the bill of entry at the customs station.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of export before ordering the PSIC: consignments originating from EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only. All other origins must produce a compliant PSIC or test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye-testing exemption extends to all parameters covered by the PSIC. The exemption applies solely to azo-dye testing for the nine listed countries; composition, structural, and other hazardous-dye parameters under General Note 10 remain required regardless of origin. An incomplete or scope-limited PSIC is treated as non-compliant and will result in consignment detention pending a conforming test report.
