HSN 5705 00 90 (other carpets and textile floor coverings) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. This requirement flows from General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries eliminates the PSIC requirement entirely. The exemption covers azo-dye testing only; a consignment from an exempt origin may still require a composition or hazardous-substance test report where other prohibited dyes are at issue under General Note 10. Submitting no documentation at all on the basis of country-of-origin exemption routinely results in consignment detention and delayed out-of-charge.
