The most frequent error on this tariff line is assuming the azo-dye exemption applies broadly to all developed-country origins — it does not. The exempted country list is exhaustive and fixed by DGFT Public Notice 14/2023; a consignment from, for example, Bangladesh, China, or Turkey arriving without a PSIC will be detained at the port of import pending production of the certificate, attracting demurrage and ground rent that often exceed the cost of pre-shipment testing.
