Knitted carpets and other textile floor coverings
HSN 5705 00 41 (Knitted carpets and other textile floor coverings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies to all developed-country origins. The exemption covers only nine specified countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and importers sourcing from any other origin, including other European or Asian countries, must present a conforming PSIC regardless of perceived regulatory equivalence. A missing or non-conforming PSIC at the bill of entry results in consignment detention and demurrage until a compliant certificate is produced.
