The single most common error on this tariff line is importing jute floor coverings before obtaining Jute Commissioner registration, treating it as a procedural afterthought rather than a pre-import clearance condition — and then discovering at port that the BIS CM/L check passes but the Jute Commissioner registration is absent, resulting in detention on two independent grounds simultaneously. Both the BIS QCO obligation under IS 17070:2019 and the Jute Commissioner registration under the Jute Import Order dated 23-09-2019 must be satisfied before the consignment arrives; neither cures the absence of the other.
