HSN 5705 00 29 (other textile floor coverings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country — or a valid test report from the Textile Committee or CSRTI — certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing covers all documentation requirements. The exemption applies only to azo-dye testing for the nine listed countries; the PSIC for other composition and hazardous-substance parameters remains required for all origins, and a missing or non-accredited test report will result in consignment detention at the bill-of-entry stage pending laboratory verification.
