The most common error on this tariff line is assuming the azo-dye testing exemption applies to any country perceived as having high textile standards — it does not. The exemption is a closed, named list of nine origins, and a consignment from a non-listed country arriving without a valid PSIC will be detained at customs pending testing or re-export. A test report from a domestic TC or CSRTI laboratory is an acceptable alternative to the foreign-lab PSIC but must be obtained before out-of-charge, not after.
