The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporting country is a major textile-trade partner. The exemption is limited to the nine named countries only; a consignment from any other origin — including major carpet-producing nations — detained at the port of import for want of a PSIC will accrue demurrage and ground rent while a retrospective test report is obtained, which customs does not treat as compliant pre-shipment certification.
