Cotton felt carpets and textile floor coverings
HSN 5704 90 10 (Cotton felt carpets) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the listed exempt countries must furnish a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all trading partners. The exemption is confined to nine named countries; a consignment from any other origin — including, for example, China, Bangladesh, or Turkey — requires a PSIC from an accredited laboratory of that exporting country. Uploading a test report issued by a domestic laboratory rather than an accredited foreign-country laboratory or TC/CSRTI does not satisfy the PSIC requirement and will result in detention at the port of import.
