The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all trading partners. The exemption is confined to nine named countries; a consignment from any other origin — including, for example, China, Bangladesh, or Turkey — requires a PSIC from an accredited laboratory of that exporting country. Uploading a test report issued by a domestic laboratory rather than an accredited foreign-country laboratory or TC/CSRTI does not satisfy the PSIC requirement and will result in detention at the port of import.
