If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or United Kingdom, azo-dye testing is exempt; document the qualifying origin on the bill of entry. For all other origins, azo-dye testing is mandatory and the PSIC or test report must be uploaded in e-Sanchit before out-of-charge.

The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all trading partners. The exemption is confined to nine named countries; a consignment from any other origin — including, for example, China, Bangladesh, or Turkey — requires a PSIC from an accredited laboratory of that exporting country. Uploading a test report issued by a domestic laboratory rather than an accredited foreign-country laboratory or TC/CSRTI does not satisfy the PSIC requirement and will result in detention at the port of import.
