Tufted carpets and floor coverings of other textile materials
HSN 5703 90 90 (tufted carpets of other textile materials) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of export qualifies for the azo-dye testing exemption: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other composition or safety parameters remains required for all origins.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is treating the azo-dye testing exemption for listed countries as a blanket exemption from the PSIC requirement. The exemption is narrow — it covers the azo-dye test only; a PSIC certifying absence of other prohibited hazardous dyes remains mandatory for all origins, including the nine exempt countries. Arriving without a valid PSIC exposes the consignment to detention and ground rent pending re-examination.
