The most common error on this tariff line is assuming the azo-dye testing exemption extends to all trading partners or free-trade-agreement origins beyond the nine listed countries. Only EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom qualify for the exemption; a consignment from any unlisted origin arriving without a PSIC or a valid TC/CSRTI test report will be detained pending production of the certificate, attracting demurrage and ground rent at the port.
