HSN 5703 39 39 (Other tufted textile floor coverings) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which restricts import under this tariff line except for a defined free-policy category. With effect from 26 November 2024, import is Free only for tufted velour, cut pile or loop pile carpet mats with ethylene vinyl acetate, vinyl acetate ethylene or latex coating and/or extruded polyvinyl chloride or thermoplastic polyolefin, with special finishes; all other goods falling under this CTI remain subject to the Restricted-import overlay.

The most frequent error on this tariff line is assuming that any tufted floor covering qualifies under the free-policy carve-out.
