HSN 5703 39 33 (Of 100% polyethylene) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which Free-import status applies only to a narrowly defined product description: tufted velour, cut pile or loop pile carpet mats with ethylene vinyl acetate, vinyl acetate ethylene, or latex coating and/or extruded polyvinyl chloride or thermoplastic polyolefin, with special finishes, of 100% polyethylene. This Free-import status took effect from 26 November 2024; consignments not meeting the exact description fall outside the Free-import category.

The single most common error on this tariff line is assuming that any 100% polyethylene tufted carpet qualifies as Free-import under this CTI. The Free-import status is conditioned on the simultaneous presence of the specified coating types (EVA, VAE, latex, extruded PVC, or TPO) and the 'special finishes' qualifier; a plain tufted polyethylene mat without the requisite coating does not meet the description and will be treated as outside the Free-import category, triggering Restricted-import treatment and potential detention at the port of entry.
