Tufted textile floor coverings of other fibres
HSN 5703 29 90 (tufted carpet, other fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory pre-shipment inspection requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing obligation applies to all exporting countries except a named set of nine exempted origins.

The most common error on this tariff line is assuming that a trade relationship with an EU-based supplier automatically covers goods transshipped through a non-exempt intermediate country. Country of origin — not port of loading or country of export — determines whether the azo-dye testing exemption applies; a consignment transshipped through, say, a Gulf port that loses its EU origin status will require a test certificate that was never commissioned, causing detention at the Indian port of entry.
