The most common error on this tariff line is assuming the nine-country azo-dye exemption extends to all textile floor coverings regardless of manufacturing origin. The exemption attaches to the country of origin of the goods, not to the country of export or the nationality of the supplier; a carpet manufactured outside the exempt list but routed through an exempt country does not qualify. Consignments detained for missing PSIC documentation accrue demurrage and ground rent from the date of arrival, with no provision for retrospective certificate substitution at port.
