Tufted wool carpets and fine animal hair floor coverings
HSN 5703 10 10 (Tufted wool carpets) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with woollen textile imports governed by Notification No. CER(18)/99-CLB dated 7 March 1988 read with the Textile (Development & Regulation) Order, 2001 and the Essential Commodities Act, 1955. A Pre-Shipment Inspection Certificate certifying fibre composition and azo-dye absence is mandatory under General Notes 10 and 11 of the ITC (HS) policy.

The most common error on this tariff line is treating the azo-dye-testing exemption as a blanket exemption from the PSIC requirement. The exemption applies solely to azo-dye testing for the nine listed country origins; the PSIC certifying fibre composition and the brand-owner genuineness certificate remain mandatory for every origin without exception. Consignments arriving without the brand-owner certificate are detained at customs pending post-importation verification, which attracts demurrage and ground rent at Indian ports.
