Woven carpets and textile floor coverings of other materials
HSN 5702 99 90 (woven carpets and textile floor coverings of other textile materials) is subject to import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Import Policy. A Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes is required, with testing exemptions applying only for imports from specified countries.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This document must be presented at the bill-of-entry stage before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of origin before shipment. Azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry a laboratory-issued PSIC covering azo-dye absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies to any origin perceived as a developed market. The exemption is exhaustive and country-specific — the nine named jurisdictions only. Consignments from any origin outside that list arriving without a valid PSIC or accredited test report are liable to detention at port pending documentary rectification, and demurrage accrues from the date of detention.
