  2. 2
Confirm the country of origin before shipment. Azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry a laboratory-issued PSIC covering azo-dye absence.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies to any origin perceived as a developed market. The exemption is exhaustive and country-specific — the nine named jurisdictions only. Consignments from any origin outside that list arriving without a valid PSIC or accredited test report are liable to detention at port pending documentary rectification, and demurrage accrues from the date of detention.
