A word of counsel

The most common error on this tariff line is assuming the origin-based azo-dye exemption applies to all textile imports without verifying the exporting country against the closed list. A silk carpet consignment from a non-exempt origin without a valid PSIC or TC/CSRTI test report will be detained at customs pending document production, accumulating demurrage and ground rent; the exemption list is country-specific and does not extend to free-trade-agreement partners not named in the notice.
