HSN 5702 99 10 (Carpets and other floor coverings, of cotton other than durries) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming the azo-dye exemption applies to all developed-country origins. The exemption covers only the nine specifically listed countries; an importer sourcing from, for example, Turkey, China, or Bangladesh must produce a PSIC regardless of the exporting country's regulatory standards. Presenting a general quality certificate or a certificate of composition in place of a dye-specific PSIC does not satisfy General Note 10, and customs may detain the consignment pending a conforming test report.
