    For consignments originating from countries other than the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom, azo-dye testing is mandatory and the PSIC or test report must reflect a positive absence finding. Consignments arriving without the required certificate are liable to detention at the port pending production of compliant documentation.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to all developed-country origins. The exemption covers only the nine specifically listed countries; an importer sourcing from, for example, Turkey, China, or Bangladesh must produce a PSIC regardless of the exporting country's regulatory standards. Presenting a general quality certificate or a certificate of composition in place of a dye-specific PSIC does not satisfy General Note 10, and customs may detain the consignment pending a conforming test report.
